Severe Weather Event:

An early heads up, there is a slowly increasing risk for severe thunderstorms on Friday. Strong shear and an unusually warm/moist airmass look to be in place as a storm system moves through. It’s very early but the threat has been reasonably consistent for a few days now. More updates coming as it gets closer of course.

Metropolis City Council Meetings on Tuesday Evenings Going Forward

The first Metropolis City Council meeting of January 2026 is scheduled for today, Tuesday, January 6, at City Hall. 
While the council traditionally meets on the second and fourth Mondays of each month at 7:00 PM, the schedule for 2026 indicates meetings will occur on the 1st and 3rd Tuesdays.

WMOK News: The New Illinois Laws - Mandate Start Date: July 1, 2031 - Part 19 - Safety Standard Upgrade: Three-Point Seat Belts Mandated for Future School Buses

We turn to student safety for this installment of our series. While the bright yellow school bus is already one of the safest vehicles on the road, a new law takes effect that mandates a higher level of passenger restraint for all future vehicles. Senate Bill 191 (Public Act 104-0075) requires three-point, lap and shoulder seat belts in all newly purchased school buses.

This law brings Illinois’ school transportation standards in line with modern passenger safety requirements, providing extra protection against injury during collisions and rollovers.


Key Requirements of the New School Bus Seat Belt Law

While the law has been passed and signed, its implementation is a gradual process designed to accommodate the purchasing cycles and budgets of school districts.

1. The Three-Point Seat Belt Requirement

The core of the law is simple: each designated seating position in a newly purchased school bus must be equipped with a combination pelvic and upper torso seat safety belt system, commonly known as a three-point seat belt or lap and shoulder belt.

  • “Newly Purchased”: The mandate applies only to vehicles purchased by school districts or contractors after the effective date. School districts are explicitly not required to retrofit their existing fleet of buses.

2. The Implementation Timeline is Phased

To mitigate the immediate financial impact on local school districts, the law establishes a compliance date several years into the future:

  • Mandate Start Date: July 1, 2031. The requirement for three-point belts will apply to all school buses purchased on or after this date. This gives school districts ample time to adjust their transportation budgets and procurement plans.

3. No Burden on Drivers or Staff

The law is very clear in its limitation regarding responsibility:

  • No Enforcement Duty: The law explicitly states that no public or nonpublic school, school district, transportation provider, or bus driver is required to ensure that the seat belt is correctly adjusted and fastened, or to provide instruction on how to use it. The responsibility for securing the seat belt remains with the passenger.

Mailed on Time, Postmarked Late: The New USPS Rule That Could Cost You

As of December 24, 2025, the United States Postal Service (USPS) has officially updated its postmarking rules under a new section of the Domestic Mail Manual (Section 608.11).

 

This change is significant because it shifts the definition of a postmark from the “day you mailed it” to the “day it was processed.”

 

What has changed?

Processing vs. Drop-off: Traditionally, a postmark was often seen as proof of when you dropped a letter into a mailbox. Now, the postmark officially reflects the date the item is first processed by an automated sorting machine at a regional facility.

 

Potential Delays: Because mail is often transported from local post offices to larger regional hubs, the postmark date on your envelope may be 1 to 2 days later than the day you actually sent it.

 

The “Mailbox Rule” Risk: This affects time-sensitive items like tax returns, mail-in ballots, and legal documents that rely on a specific postmark date to be considered “on time.”

 

How to ensure a same-day postmark

If you have a strict deadline (like a 2025 tax filing or year-end donation), do not rely on dropping your mail in a blue collection box. Instead, follow these steps:

 

Request a Manual Postmark: Go to a Post Office retail counter and ask the clerk for a manual hand-stamp. This is a free service that applies the current date to your mailpiece right then and there.

 

Purchase a PVI Label: Buying postage at the counter generates a Postage Validation Imprint (PVI), which serves as a dated record of when the USPS took possession of the item.

 

Use Certified or Registered Mail: These services provide a mailing receipt that serves as official legal evidence of the mailing date, regardless of when the physical postmark is applied later at a hub.

 

Mail Early: The USPS officially recommends mailing time-sensitive documents at least one week in advance of the deadline to account for these processing shifts.

 

Why the change?

The USPS implemented this as part of the “Delivering for America” plan.
