There is a chance for isolated rumbles of thunder today across most of the region.

Strong, gusty south winds are expected today with gusts around 30-40 mph possible.

As a cold front begins to approach the region, wind gusts between
30 to 40 mph are expected later this morning into the afternoon.
Brief isolated gusts up to 45 mph are possible in rain showers
along the cold front, especially north near I-64. 



Today Showers, mainly before 4pm. High near 58. South wind 10 to 17 mph becoming west in the afternoon. Winds could gust as high as 36 mph. Chance of precipitation is 90%.

Tonight Partly cloudy, with a low around 28. West northwest wind 9 to 17 mph, with gusts as high as 26 mph.

Friday Sunny, with a high near 41. West wind around 6 mph becoming calm in the afternoon.

Friday Night Mostly clear, with a low around 31. Calm wind becoming south 5 to 8 mph in the evening. Winds could gust as high as 18 mph.

Saturday Mostly sunny, with a high near 55. South southwest wind 6 to 14 mph, with gusts as high as 24 mph.

WMOK News: The New Illinois Laws - Part 11 - Integrity in Investigation: Law Bans Deception of Crime Victims by Law Enforcement in 2026

METROPOLIS, IL – In a significant move to protect individuals during one of the most vulnerable times of their lives, House Bill 3710—an amendment to the Rights of Crime Victims and Witnesses Act—is now law. Effective January 1, 2026, this legislation strengthens the integrity of the initial criminal investigation process by guaranteeing certain rights to victims who come forward to report a crime.

This law is aimed at ensuring that survivors and victims are treated with transparency and dignity from the moment they first make contact with the justice system.


Key Requirements of the New Victims’ Rights Law

The new law builds upon existing rights guaranteed by the Illinois Constitution and statutes by focusing specifically on the investigatory phase:

1. Right to Be Free From Deception

The most impactful change is the explicit requirement that victims have the right to be treated with fairness and respect during the investigatory process, including the right to be free from deception.

  • What Deception Means: The law defines deception as the knowing communication of false facts about evidence. This prohibits law enforcement from intentionally misleading, fabricating, or misrepresenting facts about the evidence in the case during interviews or conversations with a crime victim.

2. Right to Fairness and Respect

The law reinforces the right of victims to be treated with fairness and respect for their dignity throughout the entire criminal justice process, ensuring this standard is applied rigorously at the very beginning—the investigatory stage.

3. Mandatory Written Rights Statement

To ensure victims are fully aware of their protections, law enforcement agencies are required to:

  • Provide a Written Statement: Deliver a comprehensive written statement and explanation of the rights of crime victims and compensation programs within 48 hours of initial contact with the victim.

  • Require Acknowledgment: Victims must sign an acknowledgment of receiving this information.

4. Prohibiting Discouragement

While not the central focus of HB 3710, a related effort strengthens protections by making it clear that law enforcement personnel are prohibited from discouraging or trying to stop a victim from filing a police report.


Why This Matters to Victims

For advocates, this law closes a critical gap. Existing victims’ rights often focused on court proceedings (like sentencing and parole hearings). By banning deception during the investigation itself, the law seeks to prevent re-traumatization and ensure that victims feel they can trust the justice system that is meant to protect them.

The goal is simple: to make sure that the system aligns its investigative practices with the foundational principles of dignity and respect guaranteed to every crime victim in Illinois.

The Massac County Christmas Light Trail

The centerpiece of our holiday celebrations this month is the Massac County Christmas Light Trail!

What it is: This is a county-wide celebration where local residents and businesses light up their homes and storefronts for all to enjoy. It’s a wonderful way to experience the festive spirit from the warmth of your car.

When to See It: The trail is running every night through December 31st, with participants encouraged to keep their dazzling displays on until at least 9:00 PM each evening.

While you’re enjoying the lights, you can also support a great cause!

We’ve confirmed that one of the participating homes on the Christmas Light Trail is hosting a food drive drop-off to benefit those in need right here in Massac County.

December 12th-14th and 19th-21st at 973 Country Club Rd

We’re excited to welcome everyone to experience the magic of the Christmas Light Trail! There will be plenty of photo opportunities, including a cozy spot in Santa’s sleigh, a visit to the elf in the candy cane forest, and a snapshot with our giant teddy bear.

**Parking Information:** Please park in the large gravel lot next to the house, which is located about two driveways down.

Bring your family, friends, and little ones for a delightful holiday stroll. We can’t wait to see you out enjoying the lights and spreading some Christmas cheer!

Buncombe, Cypress, Vienna Grade, and Vienna High will host the 4th through 12th Grade Band Concert THIS Thursday, December 18, at 7:00 PM in the Vienna High School Upper Gym!

 

The evening will feature performances from the following groups:

 

4th grade: Vienna Grade Recorder Ensemble

5th Grade Bands: Buncombe, Cypress, and Vienna Grade First Year Band

6th-8th Grade Bands: Buncombe, Cypress, and Vienna Grade Junior High Band

9-12th Grade Band: Vienna High School

Christmas on the Square in Vienna is set to take place on December 19 from 4:30 to 7:30 p.m. This enchanting community event, hosted by the Revive Vienna Committee, promises an evening filled with festive activities for all ages. Attendees can enjoy horse and carriage rides, capture special moments with Santa, and meet Miss Daisy the Cow.

The event features a delightful candy cane hunt, caroling, and children’s Christmas stories, along with tasty treats like chili, hot dogs, and hot chocolate. There will also be gifts and drawings geared towards the kids, along with a variety of fun activities. Join us in making this a memorable night for the entire family as we celebrate the joyous holiday season in the heart of Vienna!

Today in History: The "Cup of Ambition" Anniversary

On this day, December 19, 1980, the workplace comedy “9 to 5” officially premiered in theaters across the United States. Starring the powerhouse trio of Jane Fonda, Lily Tomlin, and Dolly Parton, the film became a massive cultural phenomenon and remains a staple of American cinema 45 years later.

Why It Still Matters
A Box Office Smash: It was the second highest-grossing film of 1980, trailing only The Empire Strikes Back. It proved that audiences were hungry for stories centered on female friendship and workplace reform.

Dolly’s Debut: This film marked the big-screen debut for Dolly Parton. She famously agreed to play the role of Doralee Rhodes on one condition: that she be allowed to write the theme song.

The “Typewriter” Beat: Dolly wrote the iconic title track on set by clicking her acrylic fingernails together to mimic the sound of a typewriter. The song went on to hit #1 on the Billboard Hot 100 and earned an Academy Award nomination.
