Officer John Roman: Owners of Dogs left Outside without Shelter in the Extreme Cold Will Be Charged with Animal Cruelty

(WMOK) Metropolis, IL – As the arctic blast grows nearer we checked with John Roman – Metropolis Animal Control and Abatement Officer to confirm that he will follow the same guidelines during this big chill as he did in December of 2022.  In December of 2022 Roman advised that the owners pets left out of doors without shelter during the extreme cold will be charged with animal cruelty.

Officer Roman told WMOK that they are “tarping” the kennels” as they did in 2022 – that event being the first time since his tenure of ten years.

We’ve included below audio from our interview with Officer Roman in December of 2022 in which he advises the community that during the coming extreme cold, owners of dogs left outdoors without shelter will be charged with Animal Cruelty.

Warming Shelters to be Open in Massac County as Arctic Front Arrives

(WMOK) Metropolis, IL – The Massac County Emergency Management Agency (EMA) is advising all residents to be prepared for a strong arctic cold front that will be moving into our area this weekend. The arctic blast is expected to bring heavy rain, snow, gusty winds, and dangerously cold temperatures.

The extreme nature of predicted temperatures can lead to hypothermia, frostbite, and carbon monoxide poisoning. The Massac Emergency Management Agency asks that residents avoid travel if possible, keep pets and animals in a warm indoor environment, and stock up on important supplies in case weather conditions and/or infrastructure issues cause residents to be stuck at home for an extended period.

Sunday, January 14th through Friday, January 19th are predicted to be the most hazardous, anticipated temperatures will be in the single digits and possibly subzero. Therefore, the community has come together to establish warming centers where residents can seek shelter.

The following list provides the location, dates, and times each warming center will be open to the public:

• Trinity (Tree of Life) Church 605 Metropolis St., Metropolis, IL – Will be open on an as-needed basis, residents can call (618) 524-5328 if they need emergency shelter

• Massac County Courthouse 1 Superman Square, Metropolis, IL
Tuesday – Friday 8:00 AM – 4:00 PM

Other shelters will be made available on an as-needed basis.

Residents should call Massac EMA at (618) 309-3993 where they will be coordinated with a nearby warming center.

If residents need transportation to a warming center, they are encouraged to call the Massac County Sheriff’s Department’s non-emergency number at (618) 524-2912 where they will be given a ride to the nearest shelter.

The establishment of warming centers has been a collective effort by Massac EMA, Metropolis OEM, the Massac County Sheriff’s Office, and our local faith-based organizations.
